This central part of Camberwell includes a mix of modern and heritage buildings, as well as a school, churches, the library and offices. The draft plan explores combining these sections of Camberwell into one connected area, which, for the purposes of this master plan has been given the name Camberwell Civic Park.

This part of Camberwell has a rich history but no long-term plan to guide its future.
Council decided to temporarily close a section of Reserve Road in December 2024 to help children safely cross between the two Camberwell Primary School campuses. This prompted a plan to focus on ways to improve safety, access and open space along Reserve Road and the surrounding areas.
The Victorian Government forecasts that the Camberwell Junction Activity Centre and surrounding areas will grow, with around 7,500 new homes expected to be built by 2051. The draft master plan will help design spaces that meet community needs now and into the future.
Camberwell Civic Park will be established as a vibrant urban heart where people of all backgrounds can connect with nature, culture and each other. As the civic, religious, community, and education hub of Boroondara, the park will honour the precinct’s rich heritage while embracing the future.

A master plan is a long-term plan that shows how an area could be improved and used in the future. It looks at what the community needs now and in the years ahead, such as safer streets, better access, more open space, and places to gather.
A plan like this helps Council make decisions about:
It also gives the community a say in shaping the space and a clear idea of what could happen over time.
The proposals in the master plan are not currently budgeted for.
If councillors adopt the master plan, any proposed works would need to be considered for funding in future Council budgets over the next 10 years and beyond.
No – this master plan provides a vision of what the area could look like in the future. These are ideas that are being considered by council officers and councillors, and no decisions have been made.
Reserve Road will remain temporarily closed while we continue to develop the Camberwell Civic Park Master Plan.
Stages 2 and 3 of the draft master plan explore potential ways to increase green space in the precinct to support future community needs. This may include relocating or reconfiguring some areas to create more green space.
No changes will happen without consultation with the groups who use and care for these spaces. Detailed designs would be prepared to help people who use these spaces imagine how the changes might look.
We will work closely with community groups, stakeholders and landowners before any decisions are made, so that any improvements or changes have support and benefit the community.

The stages help organise the master plan, but they are flexible. The timing and order can be adjusted to work best for the community and land owners – for example, some elements of stage 2 could happen sooner if there’s strong community support or funding available and some proposals in stage 1 might take longer if approvals or planning take more time.
The draft master plan is designed to guide the next 10 years. After that, a new plan will be created to reflect how the activity centre, population and community needs have changed.

Join us for a free walking tour exploring the heritage landscapes of Camberwell Civic Park. Led by Dr Christina Dyson, a leading landscape heritage specialist from GML Heritage Consultancy, this tour offers a unique opportunity to learn more about the stories and cultural layers that shape our local environment.
The one-hour tour begins at the front of Camberwell Library, before making its way towards the Basilica of Our Lady of Victories. From there, we’ll move through the existing laneway to Lower Reserve, before returning to Camberwell Library. Along the way, Christina will share insights uncovered through the recent master planning work and encourage discussion about how we understand, value, and manage heritage in our community.
This is an engaging opportunity to experience Camberwell’s civic and cultural places in a new light, with expert interpretation and lively conversation.

Council will collect the information in your submission to transparently carry out the Planning Scheme Amendment in accordance with the Planning and Environment Act 1987 (Act). The information you provide (including your name and other personal information) will be used by Council for that primary purpose or directly related purposes such as contacting you about the project.
