At 6:30 pm Monday 3 February 2025, Council's Urban Planning Delegated Committee (UPDC) will consider a report on the outcomes of the preliminary consultation process on the draft heritage citations for 2 properties proposed for heritage protection.

The meeting will be held in the Council Chamber at the Camberwell Civic Centre, 8 Inglesby Road Camberwell.

The officer report will provide a summary of the feedback received and respond to any issues raised or changes requested. You can access a copy of the UPDC report after 5pm on Friday 24 January 2025.

If you want to address Councillors during the meeting, please register in the foyer prior to the commencement of the meeting. You will have the opportunity to speak for 3 minutes.

At the meeting, the UPDC will decide whether to:

  • adopt the citations with or without changes in response to the feedback received and/or recommended by Council officers
  • start the formal planning scheme amendment process to introduce the proposed changes into the Boroondara Planning Scheme
  • defer adoption of the citations and start of the amendment until more work is completed
  • abandon the proposal.

About this consultation

We’re committed to the protection, conservation and enhancement of all heritage places in Boroondara.

Community members have formally asked Council if 2 properties can be given heritage protection, as part of the Community Heritage Nomination Process. To learn more about the process, visit our nominate a heritage place page.

Our heritage consultants have identified that the nominated properties below have local heritage significance and are worthy of protection:

  • 46 Fortuna Avenue, Balwyn North
  • 4 Windsor Crescent, Surrey Hills

We asked for your feedback before we proceed with an amendment to the Boroondara Planning Scheme, to apply the Heritage Overlay to these properties.

Why these places are significant

The Victorian Government has a list of 8 recognised criteria to assess local heritage value. A place can be of heritage value if it meets at least one of these criteria.

Our heritage consultants found the nominated properties meet the following criteria:

  • historical significance (Criterion A)
  • aesthetic significance (Criterion E)
