About this consultation

This consultation asked people to consider ways to improve the availability of on-street parking for residents and their visitors by introducing:

  • ‘Permit Zone’ restrictions on one side of the street for people with residential parking permits, and
  • ‘2-hour’ parking restrictions on the other side to provide short-term parking opportunities.

The proposed changes were in response to feedback from community members about parking along Edgevale Road and Wellington Street, Kew, particularly near Arthur's Milkbar during its trading hours on both weekdays and weekends.

After receiving this feedback, Council staff conducted parking surveys between May and August 2025 across weekdays and weekends. The results indicated overall parking occupancy exceeded 75% on several occasions. This level of demand meets the threshold in Council’s Parking Management Policy and Procedures 2017 for considering further parking restrictions.

The parking changes are in line with both our:

  • Parking Management Policy 2017
  • Parking Management Procedures 2017.

  • If you are eligible for a residential parking permit, you were invited to have your say on the proposed changes

    Your vote was able to influence changes for the section your property fronts onto. It could not influence changes in the other sections. Vehicles with a valid residential parking permit are and will be exempt from parking restrictions in this area excluding ¼P sections.


    The proposed changes were supported

    The changes to parking proposed for each section of road are:

    1. Wellington Street (between Byron Street and Edgevale Road)

    • Convert existing '2P, 8 am - 6 pm, Monday - Friday' to 'Permit Zone, 8 am - 6 pm (all days)' between 121 and 133 Wellington St on the north side
    • Keep the existing '2P, 8 am - 6 pm, Monday - Friday' from 107 to 119 Wellington St on the north side
    • Introduce new '2P, 8 am - 6 pm, Monday - Friday' from Byron St to Edgevale Rd on the south side.

    The consultation results for this section are:

    • 86% supported the proposed changes
    • 14% opposed the proposed changes.


    2. Wellington Street (between Edgevale Road and Atkins Street)

    • Introduce new 'Permit Zone, 8 am - 6 pm (all days)' from Edgevale Rd to Atkins St on the north side
    • Retain 2 '¼P, 8 am - 6 pm, Monday - Friday' spaces outside 126 Edgevale Rd on the south side
    • Convert one '¼P, 8 am - 6 pm, Monday - Friday' space outside 126 Edgevale Rd to '2P, 8 am - 6 pm, Monday - Friday' on the south side
    • Keep the remaining '2P, 8 am - 6 pm, Monday - Friday' on the south side between 126 Edgevale Rd and May St on the south side.

    The consultation results for this section are:

    • 100% supported the proposed changes.


    3. Edgevale Road (between 97 Edgevale Road and Wellington Street)

    • Convert existing '2P, 8 am - 6 pm, Monday - Friday' to 'Permit Zone, 8 am - 6 pm (all days)' from 97 Edgevale Rd to 113 Edgevale Rd on the west side
    • Convert 2 existing '¼P, 8 am - 6 pm, Monday - Friday' spaces outside 122 Edgevale Rd to '2P, 8 am - 6 pm, Monday - Friday' on the east side
    • Keep the remaining '2P, 8 am - 6 pm, Monday - Friday' elsewhere.

    The consultation results for this section are:

    • 88% supported the proposed changes
    • 12% opposed the proposed changes.


    4. Edgevale Road (between Wellington Street and Stirling Street)

    • Introduce 'Permit Zone, 8 am - 6 pm (all days)' from Wellington Street to Stirling Street on the west side
    • Introduce '2P, 8 am - 6 pm, Mon-Fri' between Wellington Street and Stirling Street on the east side.

    The consultation results for this section are:

    • 56% supported the proposed changes
    • 44% opposed the proposed changes.


    Who could take part

    This consultation was open to people who are eligible for a residential parking permit for properties along:

    • Wellington Street, between Byron Street and Atkins Street
    • Edgevale Road, between 89 Edgevale Road and Stirling Street.
    • Owners of these properties who do not live in their property.
