We lease and license Council-owned buildings, land and assets for community groups and organisations to use.
Our Leasing and Licensing Policy 2017 needs to be updated to align with the Local Government Act 2020. We have also reviewed the policy to give you clearer, more consistent information about the leases and/or licences you hold with us.

There are 4 types of changes and they are:
Licences now covered in the policy (sections 1.2, 4.4 and 4.6.5).
How we conduct community engagement (section 4.1.1).
- Licensed areas kept as multi-use (section 4.6.6.1).
- Hours of use for asset and use outside of hours for incidental purposes, such as planning days (section 4.6.11).
- How to reassign your lease or licence (section 4.6.13).
- Details on when the asset is damaged (section 4.6.16).
- Minor improvements included and how requests are handled (section 4.6.23).
- Emergency and evacuation plans are required (section 4.6.30).
- Pandemic and public health requirements (section 4.6.31).
- Exclusions to permitted use, such as political matters (section 4.6.32).
- We are a child-safe organisation (section 4.6.2).
- How we manage asset renewal (section 4.6.7).
- We don't discriminate (section 4.6.10).
- Terms of Reference for Building and Property Working Group up to date (section 4.1).
- Where to find a list of Council-owned fixtures (section 4.6.21).
- At the end of the lease or licence, we may remove assets or improvements left by the occupier, at the occupier's cost (section 4.6.22).
- We provide signage (section 4.6.27).
- 'Accountability' now up to date (section 5.1).
- Removed maintenance schedule templates, as this is provided in each agreement.
How to participate
We welcome suggestions, comments and questions on the proposed updates to streamline the policy from organisations and groups who have a lease or licence with the City of Boroondara.
