What is a planning scheme?
A planning scheme is a municipal-wide map and document that outlines how public and private land is used and developed.
Any updates or changes to the scheme are known as amendments. Councils must propose any amendments to the Minister for Planning for the Minister’s approval.
Most councils will amend their planning scheme every few years.
Why update the planning scheme?
There are many reasons why a planning scheme may need to be amended. Some of the more common reasons are to:
- correct mistakes
- update the scheme.

What changes are being proposed?
The amendments proposed by Boroondara Council are minor changes to mapping to ensure the ongoing accuracy of the Boroondara Planning Scheme. These proposed changes are not strategic in nature.
