Help us refine the draft design

We're making improvements to the public spaces at Balwyn North Village. Right now we're refining the draft design and prioritising potential improvements to the area. We want your input on what improvements are most important to you.

The Village, as it’s fondly known to locals, is located on Doncaster Road. This pocket of shops, cafes and restaurants, begins at the intersection with Bulleen Road and continues past Marwal Avenue.


Doncaster Road shopping strip

Some of the improvements we're investigating include new footpath surfaces, larger bins that can hold more waste or recycling, new bike racks, more rest areas and replacing the topiary trees with new greenery.

Improving the car park features

Availability of parking is one of The Village’s greatest strengths, with 249 parking spots across the shopping centre. We completed a parking audit in October 2025 and this showed there are parking spots available in the 3 car parks managed by Council, even at peak times.

We’re going to make parking here even more appealing by introducing electric vehicle chargers, moving the disabled parking closer to the shops and widening tight turning areas. This will reduce the number of spaces by 4.

Also, we are investigating the planting of trees to provide shaded parking spaces. This could remove up to 12 spaces.

Improvements to the car parks will enhance the experience for visitors.

What’s already happening

  • 40 km per hour speed limit
    The community’s call for a time-based 40 km/h speed limit on Doncaster Road has been successful. Doncaster Road is managed by the Victorian Government through the Department of Transport and Planning (DTP). DTP will be installing new electronic signage and they expect to complete works by the end of June 2026. The speed limit will apply between Aylmer Street and The Moor between 7 am and 7 pm.

  • ✔ Temporary planter boxes along Doncaster Road
    We all want more greenery along this shopping strip, so the local businesses are installing temporary planter boxes for the next 3 years, due to begin this autumn. This will give new greenery time to settle in and flourish.

Ongoing advocacy for road safety

  • Doncaster Road pedestrian crossing
    Doncaster Road is managed by the Victorian Government through the Department of Transport and Planning (DTP). We’re working with DTP to introduce smoother and more accessible ramps at the Doncaster Road pedestrian crossing. We’re also advocating for longer walk times and for the height of the crossing buttons to be lowered to the normal position. The buttons are too high which means they’re hard to reach for people in wheelchairs.

  • Near-misses at the intersection

    We’ve raised with DTP community reports of near-misses at the Bulleen and Doncaster Roads intersection.

Mix of shops and businesses

  • We cannot change the mix of privately owned shops and businesses operating in the location.
Condition of privately owned buildings
  • We cannot improve the condition of buildings that are not council-owned.
Disability parking bays
  • We will be relocating disability parking bays to be closer to the shops and safer:
    • in the Marwal Avenue south-east car park they will move from the eastern side of the car park, to the western side
    • in the Macedon Avenue north-east car park (opposite the nursery).
  • We will be adding a new disability parking bay in the Bulleen Road car park.
Electric vehicle (EV) chargers
  • We will be installing 3 electric vehicle (EV) chargers in the north-east car park near Macedon Avenue and opposite the nursery. Through our Climate Action Plan Implementation Plan, we’re committed to installing EV charging stations within a 2 km radius of activity centres by 2030. We have accepted CitiPower’s offer to supply electricity for a public fast EV charging station at the Balwyn North Village car park on Macedon Avenue. The new charging stations are expected to be commissioned in 2027.
New loading zone in the Bulleen Road car park
  • In the car park behind the shops on the north side of Doncaster Rd, there are 7 car spaces we’re converting to an early morning loading zone to support local businesses. This will operate from 6-9 am Monday to Saturday. These spaces will be available to use at all other times.

Parking restrictions and sensors
  • Any changes to parking restrictions in shopping strips are determined through consultation with the businesses within the shopping strip. This process enables all businesses to have their say.
  • We’re investigating parking sensors in off-street car parks for this shopping area. Potential technology installations will not change current parking restrictions. Please contact our Civic Services team with any questions about parking sensors on 9278 4444.

  • This parking audit was completed in October 2025. It shows that parking is available, which is one of the shopping strip’s key strengths. We're also aware the car parks have some short periods of heavy use during special events.
